I've noticed that a lot of IBM job postings have the following line under Location Statement: "IBM intends this job to be performed entirely outside of Colorado."

I don't live in Colorado, but I find this exclusion bizarre. I've tried Googling this and haven't found any explanation.

Why does IBM want to exclude Colorado residents specifically?
